The question begs, when do these riots get rebranded as terrorism? If a high profile target, something like wembly stadium for example or one of the olympic venues, was torched, surely this would allow the police and government to immediately use stronger tactics than just "turn up and block streets off" approach at the moment?

Only for the area, IMHO just build a wall around the areas, like Israel, if they want oppression they can have it.
