Seeing that it's very hard to see how they can bring the situation under control.
20 police turn up, the kids drop their goods and start running. The police may catch a couple. The rest are free to cause more trouble elsewhere. If you scale this situation up all over London it's a huge challenge.
More to the point where are you going hold all the people that are arrested. There just isn't the cells or man power to process that many arrests, and even if they can the quality of the evidence against them is going to be so poor they're unlikely to be convicted.
The police have a bust night ahead of them.
Honestly this is where the Army should come in, logistics, man power, drivers, trucks, theres got to be a decent location they can take everyone arrested to be "held" for a day or two while the police deal with everyone, then process them one by one.
Somethings got to give, maybe just maybe the pure numbers out on the street will have people not bothering to show up tonight, or no where near as many.
But the tactics used need to be better, its not easy but they need to box in different ends of a street, bottle the rioters up in the middle and slowly take them out one by one giving most of them no way to escape. As you said the charge at them, so they just run up the road and smash up another shop is a never ending game of cat and mouse that mobile people without riot gear on aren't ever going to win.
