No, under Sharia that is the law. That some fundamentalist idiots that don't understand their own religion deem it wrong doesn't mean they are right or that it is applicable to Sharia.
I drank and ate during the fast in various Muslim Countries, as per the custom in Dubai for example I ate in private and refrained from eating in the street. Most Hotels and Restaurants simply pul down screens so you can eat lunch as usual. It is a custom and if you do not wish to follow their laws or customs then simply do not visit the country in question. Your children can eat and drink wherever they choose as Ramadan is not applicable to Muslim Children anyway.
As for alcohol, during the day you will not be able to buy any, after sunset it returns to normal and in fact in the city I live in you can be arrested for drinking alcohol in the street regardless of the time of day so is that also barbaric?
