Get a similar laser, point it in the direction that the laser is coming from (use some talcum powder or something to figure it out) and then find the house that your laser is pointing at.

I remember when I was younger doing this to a guy up the road. I stopped when one night I was shining it on him and I later spotted him sitting in his bedroom in the dark smoking a cigarette watching for where the laser was coming from.

I suggest you bait the person to do it more, he'll slip up and you'll find out where it's coming from. If you're that bothered then if you have a webcam and a laptop set it up to record from a top floor window and you'll find out that way.

Then you can go round and have a chat with whoever is doing it.
