Why are people on buses strange? Is this why they can't pass their driving test?

A lot of councils allocate extra funding to allow peak travel for Concessionary Passes.

However as the unit price they pay to the commercial bus companies (between 0.56 and 0.79) is only a fraction of the minimum ticket price, it pushes up the ticket costs for everyone else.

Free travel for the elderly and disabled was a great idea in theory, in practice it has pushed up travel costs, reduced commercial routes and hobbled competition.
