I just see it as a bug and to only use /time as a last resort with a view to restart afterwards.
To me it seems very rare I ever see an admin use /time anyway.

This. I do quite a bit of redstone and have yet to experience this, as toString says it is an extreme rarity that any admin uses /time. Requiring a client side mod make the suggested fix a non-starter. Simply making sure admins know to do a restart after finishing with time seems a better solution until it is fixed.
