Well as the game doesn't allow a clause for recall/non recall like FM then yes. Besides I think you'll find I never said it wasn't ok for you to recall them.

loans in this game are different to loans in FM, people need to realise that.

Debt
Clubs can become saddled with debt due to financial mismanagement or a poor business model.
If a club is in debt, the Chairman will not sack their current manager nor will they force them to sell any of the club's players. However, the Chairman will take measures to prevent the club going into further debt by not sanctioning the purchase of any new signings.
It is also worth noting that if a club is in debt, then they will not enter into administration nor will they be forced to declare bankruptcy.
If a club is in debt, then it is up to their manager to review their financial management and business model in order to improve the club's finances and clear it's debt.
Chairman Investment
Your Chairman will always invest cash to ensure that your clubs 'net worth' (cash player values) is never less than 50% of the average club in your league. This ensures smaller clubs 'net worth' will not be too far behind the bigger clubs in your league. If you don't receive an investment from your Chairman then this is due to your clubs ‘net worth’ being greater than 50% of the average club in your league
(So ideally if your a small club, it doesn't matter if you overpay for players, the chairman will equal that out come next season)
Club attendances work as described below:
Clubs that get promoted will have their attendances increase towards the average of the new division.
Clubs that get relegated will have their attendances decrease towards the average of the new division.
Promoted clubs will have their stadiums gradually built bigger, towards the average attendance of the new division (see Stadium Building).
More fans will come as you tend towards the top of the league, and less fans will come when you tend towards the bottom of the league.
Stadium Building
'Stadium Building' is a feature in which your current stadium capacity is increased if your Chairman believes their club currently do not have an adequate sized stadium to compete successfully within its current division.
Why have Stadium Building?
Managers who decide to take on certain clubs in lower leagues are at a disadvantage if they achieve success on the pitch and climb up through the divisions. This is purely because their stadium size will restrict them off the pitch and they can not compete financially with clubs with bigger stadiums. A solution to this problem is to allow a club to raise the capacity of their stadium, then in essence you are allowing them to compete off the pitch with their more illustrious neighbours.
You can understand the need for 'Stadium Building' as there is nothing more frustrating then getting a team with a small stadium from Division 4 all the way to Division 1 and then struggle financially. This is why those of you who mange certain clubs in the lower divisions (along with clubs certain clubs in the Gold Championships) will benefit from ‘Stadium Building’ as it should help you financially.
How do you increase your stadiums capacity?
Your Chairman will make a decision at the end of the season whether to increase the ground capacity of the stadium and this will be based on a number of factors including current capacity and division. You can not access a feature called stadium building or request to increase your stadium capacity as the decision is solely down to your Chairman. This is because the Chairman will look after the best interests of the club and leave you to get on with managing the day to day aspects of the club. It will also mean that clubs will not end up with unrealistic stadiums within their Game World.
At the start of the new season if the Chairman decides to increase your capacity then you will receive a message within your Club Messages stating the new increase in capacity (which takes immediate effect). Your Chairman will pay for this increase in capacity and it will not effect your clubs balance.
Your club is not just limited to one increase and your Chairman can increase it again (and again if needed) based on the factors already mentioned. However, your Chairman will not increase your current capacity if they believe that the stadium is already at an adequate size to compete successfully within your current division.
Due to this clubs can have a different stadium capacities across different Game Worlds depending on how long the Game World has been running, their original stadium capacity and current division.
Loan Blocked
The SMFA will block any loan that they deem unusual or dubious. Their decision is aided by our Automated Transfer Monitoring System (ATMS) and is not personal or a judgement on you. The loan could have been blocked for a variety of reasons such as issues with one or more of the managers accounts. If you feel the loan is fair and there are no issues with your account then the problem may be with the other managers account which the SMFA cannot discuss.
Loans
In some cases if your fiances are tight you might wish to loan a player from another club to cover for injuries or suspensions, to improve your squad or due to lack of funds. Alternatively you might wish to place one of your players on the loan list to loan him out to a smaller club to gain experience, to get an out of favor player off the wage bill or to keep the player happy with some regular football.
Initiating a Loan
There are several different ways in which you can approach to loan a player. You can approach to loan players directly either by clicking on a squad or player name anywhere in the game or using the find club/player search to search for a particular player. All you need to do is enter part of the players surname or part of the club name you know he currently plays for. You can access the loan list to find out which player(s) have been put on the loan list. Players on the loan list are often players that are not required by their club for one reason or another, and therefore they should be easier to loan then if you were to approach a club directly for a player. If you find a player you wish to make an offer for then you will need to place a loan offer for him. However, you cannot loan players from unmanaged or external clubs and you can only have 3 players on loan in your squad at any one time.In order to make an offer, click on the players name to access his Player Profile and then on Make Loan Bid.
Loan Outcome
When you submit an offer for any player you will have to wait until the other manager accepts or declines your bid before you find out if you have been successful or not. If you wish to withdraw an offer at any time before the player moves club click on the player's name to access his Player Profile and click on the Transfer/Loan Bids tab before clicking on Withdraw Offer. To find out if your deal has been successful or not you will have to view your Club Messages as you will be notified if you offer has been accepted or rejected. If the deal has been accepted then the loan is completed straightaway.
Loaning Out a Player
There will probably be numerous reasons why you would want to loan out a player, such as to gain experience, to get out an of favor player off the wage bill or to keep the player happy with some regular football. The easiest way to loan out a player is by placing him on the loan list. You can loan out as many players as you desire as long as your squad does not fall below the minimum squad size of 21. However, your Chairman will not let you loan at your best players (which are those that they class as key payers or are deemed to be part of your first team). To place a player on the loan list simply click on the player's name to access his Player Profile, then select Transfer Status followed by Loan List and then on the Confirm Transfer Status button. Your player will then be placed on the loan list. You will be informed on any offers in your message screen within your Club Message. Once an offer has come in click on the Respond link next to the message and respond to the offer. You could accept or decline the loan offer. If you click on Accept the player will automatically go out on loan and leave your squad. If you click on Reject you will be asked to select the reason why you are rejecting this loan offer. You will have a choice of several pre-set transfer responses to choose from within the drop down box, and once you have selected the most appropriate reason you will need to click on the Reject Offer button to action it. The reason for rejecting the transfer offer will then be displayed within both clubs Club Messages.
Terminating a Loan
If you wish to recall your loaned out player on loan then simply click on the player's name to access his Player Profile, then select Recall and the player will automatically return to your squad. Alternatively, if you wish to terminate the loan then simply click on the player's name to access his Player Profile, then select Terminate Loan and the player will automatically return to his parent club.
Please note that you will be unable to recall any player that starts out on loan within a new Game World until the end of the season as they are on a season long permanent loan.
Cup-Tied
Cup-tied is an adjective, used in football, to describe a player who is ineligible to play in a knockout cup competition after transferring from another club during that competition.
Application
Within Soccer Manager a player will become cup-tied dependent on the competition and type of Game World that your are participating in. This prevents a strong team from gaining an unfair advantage by signing talented players from clubs that may have lost out in earlier rounds, in an attempt to increase their cup chances.
The rule applies to individual cup competitions, in that a player who plays in the English Cup, but not the English Shield, is cup-tied only in the former competition. If the player signs for a new club in the same season, he is eligible for the English Shield but not the English Cup.
Examples
The following examples are in reference to the Gold Championship game worlds.
Domestic Cup Tied
Any player who makes an appearance for a club at any stage of one of the domestic cup competitions within one of the national leagues is cup tied for all future matches during that season in the same competition. This means that if the player transfers clubs during the same season he will not be eligible to represent his new club in that competition for the duration of the season in that national league.
For example a player represents club "x" in the Italian Cup and then transfers to club "y" within the Italian League. The player in question will be cup-tied in relation to the Italian Cup but will be eligible to represent his new club in the Italian Shield. If a player represents club "x" in the Italian Cup and then transfers to club "y" within the Spanish League. The player in question will not be cup-tied in relation to the Spanish Cup and he will also be eligible to represent his new club in the Spanish Shield.
SMFA Shield Tied
Any player who makes an appearance for a club at any stage of the SMFA Shield is cup-tied for all future matches during that season in the same competition. This means that if the player transfers clubs during the same season he will not be eligible to represent his new club in that competition for the duration of the season.
For example a player represents club "x" in the SMFA Shield and then transfers to club "y". The player in question will be cup-tied in relation to the SMFA Shield for the duration of the tournament.
SMFA Cup Tied
Any player who makes an appearance for a club at any stage of the SMFA Cup is cup-tied for all future matches during that season in the same competition. This means that if the player transfers clubs during the same season he will not be eligible to represent his new club in that competition for the duration of the season. However, the cup-tied status is removed after the group stages and he is eligible to represent another club unless he makes further appearances during the knock-out stages.
For example a player represents club "x" in the SMFA Cup and then transfers to club y during the group stages. The player in question will be cup-tied in relation to the SMFA Cup for the duration of the group stage, and will be eligible to represent his new club during the knock-out stages. Or a player represents club "x" in the SMFA Cup during the knock-out stages and then transfers to club "y". The player in question will be cup-tied in relation to the SMFA Cup for the duration of the tournament.
if you have a player out on loan, and he gets played in a cup game, essentially makes him cup tied, something i do not want to happen to any of my players for obvious reasons
