Parking restriction but council say there isn't one.

Hi, would anybody know where I stand with an ongoing despute over a resident parking area only which is not on a public road but a privat car park for the elderly and disabled which is owned by the council.

We have been having problems with a certain non resident indvidual who insists on parking on the private area.

There are three signs at the entrance to the car park that the council have provided.... erected on two poles either side to the entrance are no entry signs and a worded plat beneath this staing "Parking for residents only"

A third notice in very large letters are written on the ground also at the car parks entrance saying "RESIDENTS ONLY"

We have complained to the council about the problems with non residents parking on the car park and I have today received a reply stating they can not take any action as there are no restrictions to the car park.

Now, is it me or do those signs mentioned really suggest there are no restrictions, i'd have thought those signs are restrictive.

What do you guys think?

Can you not put a notice on the car windscreen?
Maybe in that really sticky self adhesive paper that is designed to be really hard to remove? Like what some clampers do?
If the council won't take action.....s'up to you.
We do it as we are right next to a place where people flock to once a month. These eejits park anywhere and i've gone and stuck self adhesive paper to their screens saying DO NOT PARK HERE!
It serves as a minor victory only though, unless they really do get the message and jog on.

Risk of being done for vandalism though. I don't disagree with your intentions but is it worth him getting on the wrong side of the law and making his life even more unpleasant?

I did put a notice on the windowscreen but was told I can't do that by a coucilor when the car owner complained about it.
 
What the council mean is they've put "residents only" signs up but haven't bothered doing to paper work/passing the byelaw to make it enforceable.

Nothing you can do in this instance other than keep badgering the council, but in all honesty if you bother them too much they'll just remove the signs and you'll have a bigger problem.

Do not take matters into your own hands - you are NOT a council employed parking enforcement officer!

Don't do this.

Parking where he shouldn't (that doesn't even appear to be enforceable) doesn't really warrant criminal damage does it?
 
Put up a sign saying a parking fine for non residents is in effect.
if they park there, wait for them to come back put on a HI-Vis vest and tell them they have a fine to pay on the spot.
 
If the council own it, and they say there are no restrictions then it's tough. It's their carpark and if they're happy with him parking there's nothing you can do.

lol, I don't think that would be legal but yes you do feel sometimes to get any justice you do have to take matters into your own hands but I'd rather keep it legal, great suggestion though.
 
Can you not just ask the council to put up "blue badge holders only" signs? then the police could take action against him.

The council aren't the police, they can no more stop you putting a sticker on his car as they can stop him from parking there.
Surely you can put the sticker on his windscreen without him knowing its you? He'd also need proof its you to take further action.
Keep doing it, until he gets the message.
 
Find out from the local council if the would consider making it a Controlled Parking Zone meaning that permits could be issued for authorized parking and enforcement could be taken for anybody flouting the restrictions. As you said its for elderly / disabled residents they will probably be fairly sympathetic and the fact there are already signs show there must already be an issue :)

Yes it has been a long standing issue and i'll certainly explore the possibility you mention with the council, but what would be the best way to approach this? visit them in person or write?
 
Speak to your local councillor - or at least that's where I'd go. I've found they're generally ok for local issues, and MP for other things.
