No it's not. Plenty of drops at 75% are far below general sale price.
On some of the lesser price drops (Why would that buy them anyway at 30% off etc when you can wait for the general 50-70 off) then you'd have a point. Some of Steams prices are a little high, but like PC hardware, you'd be foolish to buy from one place.

I fail to see the negatives.
Means every purchase of a PC game is money going into the publisher/developer/valve.

Seems a win/win situation for gamers and developers.

Steam killed the second hand market, but at the same time allowed developers to sell us the same games for less than we used to pay for second-hand.
