The goal is destabilization not change. It really doesn't matter who is "in charge" as long as they are unstable and disorganized and can't pose an organized threat (to Israel) beyond minor terrorism.
They tried to destabilize Iran a couple of years ago with all those protests and stuff but it didn't quite take for some reason, so now they will have to bomb them.
