Be's LLU equipment in the exchanges is only designed to support ADSL2+ type throughput, and a GEA/LLU approach is the only way they could reasonably support unlimited fibre so they can't sell it yet. However, they are rolling out a complete rebuild of their network as of August, which will support all of O2's 3G/4G backhaul and FTTC/FTTP products. It won't be finished until next year though, although I guess they could start selling FTTC on the exchanges they have upgraded (mostly London so far).
