Why is it ignorant to love higher property prices?

Selfish maybe, but not ignorant. High property prices are a very good thing for a very large number of people.

High property prices, relative to wages, are economically inefficient but that wasn't the point. It was if your property has increased significantly in value then a tax that is based on those values should also be significantly higher.
 
I'm not sure what that's got to do with your statement that bills would increase for most people.

If a council area had 100,000 homes and collected £100,000,000 in Council Tax then the average household would pay £1,000 per annum.

If there was a revaluation the same 100,000 homes would still be paying £100,000,000 at an average of £1,000 each.

There would be some winners and some losers depending on how the new valuation bands were set, and how the value of their property had moved relative to the 1991 value, but bills on average would be the same so it's highly unlikely most people would pay more.

The experience in Wales when they adjusted valuations in 2005 based on 2003 values was that a third went up into higher bands but only 8% went down.

Overall the amount of Council Tax collected increased by 4% following the revaluation which is basically just the normal annual increase.

Allowing for the annual increase they would have had anyway the revaluation meant most people (two thirds) paid the same or less.
