Our council will take extra loose bags. They aren't supposed to, but the guys on the wagons have a bit of common sense than leaving it.

It's not about 'common sense' but the laziness of some householders.

I don't know your council's set up but where I live most houses get a 240 litre residual bin and a 240 litre recycling bin, if you are using more than that over a fortnight you're doing something wrong (or being fraudulent - if you own a cornershop why bother paying for an expensive waste collection when you can just dump it in with your domestic waste?). If you do live in an HMO or have a rather large family you can call us up and after a visit we'll give you a bigger bin (360 litre) and our recycling service takes pretty much every type of packaging you can than think of (we do take side waste for recycling).

So, where I live, there really is no excuse to be putting out extra bags for residual (landfill) waste but even so there's always a few idiots who think "I pay loads for council tax so I should be able to do whatever I want" and even some (usually older) people that refuse to recycling (dunno why). But these people are few and far between and it's not fair on everyone else who makes the small effort to recycle when one or two people in each street don't.
 
This is down to the ridiculous arbitrary rules imposed by the council as much as any fault by your neighbour. In fact they may well not have known about the bin lid rule. I'd be inclined to go round there and tell them about the rule. If it turns out they knew and don't care then by all means commence doorstep defocation / boxing stance / stand and bang etc but until then it could easily be an honest mistake.

Reason why they do this for those who are asking is to stop smell, pests and animals. For example, the council will already have to spend a good deal of money on pest control for things like rats, so keeping rubbish bins sealed helps kerb that somewhat. It is a bit petty to not take the rubbish though, as it doesn't really help anybody.

As everybody has already suggested, you really need to speak to your neighbours.

One other thing I'd add, which I know when such threads crop up, some people like to moan about, so my question is.... Do you tip your Binmen at Xmas?

I bet if you did tip them, they would have taken the rubbish regardless.

Lovely idea but in my area they are never the same people. Most seem to be agency workers dont think I have ever seen the same bin man twice.

It's the sort of job that someone takes to fill in a week or two while they look for something else. Being a bin man doesn't exactly have the best of prospects. OK, so you move from filling the wagon to driving the wagon. Woo.

Different bunch of guys every few weeks here.
 
Our bin guys are like that, i had some leaves in my waste bin once, opened it up, took one look and left it. It was 98% household waste but because i had leaves, ooooooohhh no, we cant take that.

That makes absolutely 0 sense. So to stop the smell, pests and animals, they leave the open bins for another 2 weeks so that there is now 2 bins worth of rubbish sitting outside, both without proper cover.

Do you know why? Because contaminated loads are rejected by the tips, or they fine the council a hefty amount for it.

Councils don't just invent these rules to **** you off, ultimately it all comes from government and their obsession with the 'green agenda'. The people that deal with your waste after the council have picked it up will use their rules to impose fines and sanctions on the council.
