I'm reasonably confident Batman was an off duty officer. Most people don't know who is wanted and who isn't and to get him to a Police station legally would require Police officer powers.

Two things about 24A: the person must be in the process of committing the offence or just after, and it must be an indictable offence. The problem is, the situation described here doesn't really allow itself to an any person's arrest.

You can use reasonable force to detain someone for a s24A arrest, as long as you've seen the offence and it's indictable. The problem is, most of the public aren't aware what offences are indictable. For example, you can't use an any person's arrest for common assault as it's summary only, in which case the arrest wouldn't be lawful.

So if someone just assaulted me and ran off, me tackling them to the floor would be an unlawful arrest?

In many situations, yes, it would be unlawful, but it depends on the level of injury. Assault ABH or GBH are both indictable. Also, it's fine if you are assisting a Constable.
