I think he means where is his brother as there now seems to be a third guy with a dead mans switch who they are negotiating with.

They have confirmed it's not the original suspect.

Cost I guess. Plus I imagine their current system allows cross-communication with adjacent/other agencies, whereas it was a simpler thing to roll out in the UK.
