Thanks for your suggestions, the reason I say 10m is because that is the claimed resolution of the wire frame used by the applicants for planning permission we are trying to oppose.
A 10m DEM would require LIDAR flyover, very costly. You won't win any planning permission battles like that!

Why are you trying to appose someones planing permission?
High accuracy GPS is pretty costly too! £15k at least to buy, or you're looking at £500-750~ a day as a service.
For each viewpoint a wireframe diagram is prepared using ‘Wind farm’ computer
software based on Ordnance Survey Landform Panorama and Profile elevation data
at 50m 10m and 5m resolution. Curvature of the Earth, atmospheric refraction and
transformation for a cylindrical projection are included in the wireframe generated.
The outline of the turbine is generated in the wireframe based on generic models
using the hub height and blade length from the candidate turbine.
