Depends on the profession, if they are a model, i'm sure there would be a cut out within the cape, to show their behind.

But with this cape it would be worn all the time, as you grow and become more experienced, you may gain a nice fur trim or something. A very regal gown.

A law would be in place where you can not be seen without a cape in public. Even 2 seconds after a baby is born, it will be given a plain cape.
 
If I could start my own country I would.
All laws and regulation would based on a scientific Vulcan'esc logic
Salaries would be based on their benefit to society. Medical, scientific, carer etc would be highest.
Services would all be government run, and free. Taxation would be singular and unified. 50%
All buildings would have to meet a design criteria (a bit like bath is all sandstone)
Religion wouldn't be illegal but would be banned in law and government.


It would be the perfect gel of communism and capitalism.

Put the conspiracy theory nuts in charge of the forums for 24 hours just to see how many of the mods they ban :P This would include Kwerk and Magnolia!
