Which is different from the highway code definition. It's ambiguous if bicycles are 'mechanically propelled' or not. I would say they are 'mechanically propelled' but not 'mechanically powered'. I believe a mechanically propelled vehicle is not a bike, plenty of hits on google saying it isn't and the CPS seem to think so too:
