what board are you using? if asus put cpu v on offset then enter +0.020 offset
if gigabyte set to normal then put dvid to +0.020v
yh,and set cpu v to normal (you'll see it in cpu voltage list) it unlocks dvid for adjustment then,then enter +0.020v its hard to judge the right llc level atm could try high for now then see what load cpu voltage is when you stress cpu and might be able to use medium llc
I leave all power saving on or auto
can also manually set bclk to 100,pwm phase control to extreme performance and vcore voltage response to fast

So just to confirm all you did in the BIOS was follow wazza's advice of "maybe use high llc and +0.015v or +0.020v cpu offset and set cpu multi to 45x" and you set the voltage to 1.20v?

I'm too on a p67 board and thats how i overclocked the processor, though my speedstep is still working.
You need to use offset CPU v for it to work,all power states enabled and balanced windows profile
How are you finding the new chip with games?
it wont downclock in voltage though with fixed cpu v (only haswell chips can do that)
it will only show cpu speed dropping not voltage
