Yeah others who went Windows 8.1 have had the same, think I've found a fix:
Had a Chat with an EA/Origin tech. This procedure worked for me: Here are the Steps :- Open Computer from the Start menu and go to: C:\ProgramData\Electronic Arts\EA Services\License **Program Data may be a hidden folder on your machine**
Delete either 71067.dlf or 71069.dlf (depending on if you have Limited Edition or Standard)
Reboot your machine.
Launch Origin.
Try to launch BF 4.
Thanks suarez i'll give it a go now, mine's the standard edition as far as i know.
