What sort of safety advice are you giving?
Yes, in a country who's cycling infrastructure is considerably more safe than in the UK, and a population who are a lot more geared to giving way to cyclists.

Tailgating, speed, lack of observation and pretty much everything else under the sun. It's usually preceded by a chat and some checks on the driver and the vehicle.
I'm not going to enter the car v bike v helmet v pedestrian debate that this will turn into but am not surprised that the Daily Mail jumped on this.

I do beleive however that all road users should have insurance and cyclists must be made to wear helemts and have fully functioning lights on their bikes.

Aren't a lot of these incidents where a driver is breaking the law, but a quick chat is a more appropriate response than a prosecution?
Coming back to this particular case, it seems more like the policeman who pulled the guy over was doing on nothing more than 'that looks a bit dodgy'. I'm speculating, and even then not saying that I disagree with the policeman for doing that, but I sympathize with the guy for being annoyed about it.
Example:
I'm driving along and a cyclist comes out of a side street and hits my front bumper or near side panel and goes over the bonnet hitting my windscreen even at a slow speed will cause them more harm than if they were not wearing a helmet. Sure if you are wearing a helmet and an HVG takes you out it isn't going to help at all, much like a seat-belt wont make any difference to a car driver in the same scenario.
As I said I'm not going to enter a debate just giving my tuppence worth. The roads can be a dangerous place for everybody and therefore precautions should be taken.
Is there really that level of assumption?
Scenario A: HGV wipes out cyclist. Helmet has no discernible benefit.
Scenario B: Cyclist turns into traffic and is hit by a car, falls off his bike, bangs his head on the kerb. Helmet stops severe head trauma.
This is not an unrealistic proposition, is it?

I've avoided that so far.
It's not an unrealistic proposition that he sticks his hand out as he falls and does not bump his head on the kerb either.
Whilst it is possible a helmet could stop head trauma I still feel it should be a choice for a solo rider only responsible for his own safety.
I bet you would struggle to find a video of a cyclist flying head first off his bike
no one cares because its not popular to hate motor cycle riders.

granted the straps shouldnt be tight but neither are the helmets supposed to be so far back on the head that the forehead is completely exposed to a frontal impact.
(as a cyclist and someone that used to fit cycle helmets for a living)
