I predict that mantle will stay relatively limited in terms of developer uptake whilst is remains AMD / Windows only... OpenGL / SteamOS work is already happening so the race is on really to see which gains developer confidence quickest
Although I have less faith than yourself ...
I hope so, if Linux (SteamOS) does start to grow Microsoft will be forced to improve their OS ... or lose out to free to use alternative !

you're not dreaming, it is already happening - Nvidia's OpenGL extensions already give Nvidia hardware a huge boost compared with DX, and AMD have already said they are working on their own extensions that give a "near mantle" level of performance... quite obviously SteamOS / Valve being the driving force behind this has finally gotten both vendors to take Linux/OpenGL seriously again

So basically Nvidia and AMD have Linux / SteamOS nailed, while AMD Also have Windows nailed.
Personally I don't see why everybody seems to hate Microsoft so much, sure they've done some pretty bad things but all in all they're OS's are good - XP was great, Windows 7 is good and 8.1 is good too once you get used to it. Also, their suite of tools for developers is widely regarded as being excellent - personally, nothing comes close to Visual Studio (especially 2012/13) in terms of IDEs.
But anyway, I'm veering off topic now - just wanted to mention that not everything Microsoft does is bad.

Does anything actually use HSA yet?
Doesn't the PS4 use it. Nearly sure it does.
Not to sure Mel in honesty and something I have never considered of being a use to me but reading up on it, I can see the potential.

Microsoft are never going to seriously invest in PC gaming. They have no reason to as there is little money in it for them compared to corporate sales and they have no competition. The only way I can see it happening is if SteamOS gets a major foothold but that is incredibly unlickely IMO.I agree with those who replied to me, it is clear that Micosoft has been holding back DirectX on Windows - however, given that the Xbox One has not done so well against PS4, one would hope that Microsoft will move back to supporting PC gaming again; essentially making sure that they cover this market (which is still worth more than the console market last I heard).
It would be a smart move for Microsoft to abandon their console dreams and instead divert their resources to dominating the PC market with improved DirectX versions, I hope that they will realise this in the near future.
