In which case, are you not allowed to spend it until then?

The providers never offer cash back. That's something done by third party dealerships.

In addition they never pay until after you're tied in to the contract and beyond any statutory backing out periods.
 
i dont care about the law if someone sells me a stolen phone, even if they are desperate and such, i will kill them, in my eyes this is self defense and i dont mean in the moment, i would plan it, and brutally murder them some way

And where do you think that money ultimately comes from?
 
Even though it may not be a police matter... If it has been reported lost/stolen (in the hope of making an insurance claim) then surely this would be classed as fraud and warrant their involvement?
