The providers never offer cash back. That's something done by third party dealerships.

In addition they never pay until after you're tied in to the contract and beyond any statutory backing out periods.

The network sells them the connection at a much cheaper rate than it does with it's direct customers. The money comes from the 3rd party retailer.

Even though it may not be a police matter... If it has been reported lost/stolen (in the hope of making an insurance claim) then surely this would be classed as fraud and warrant their involvement?
