err yes, because no officer in thier right mind is going to risk ever not passing on a report is he?
think about it he doesn't pass it o nas it's a blatantly spurious report, the guy then goes on to kill or hit the woman, that officer is going to be dragged through the press till he finds himself on the dole, in a cell or hanging from his rafters.
