Only way I can try to explain it - ever tried looking after 30+ kids on your own? Ever tried looking after 30+ kids, some with severe mental health issues, some with a high propensity for violence? Try doing it with 30+ adults. You can't watch them all. People get hurt, staff included. You think I'm risking my life rushing in the safe his life?
Duty of care starts with my own. Preservation of life is mine first.
The way we are trained says exactly the same. If we weren't alone 80% of the time more could have been done to stop the assault but the Government departments say we don't need X amount of staff we need Y amount of staff. Having never set foot on a landing.

They clearly breached their duty of care, so the payout was deserved. It would be nice to see some of it going to towards whatever payout Milly's family received though, or towards paying for the court costs in prosecuting him.
All that will do is create a bigger problem for society when they are finally released.
Education and rehabilitation is the correct and sensible route to take, treating them like animals will simply create a much bigger problem!
