You have to take any rumour with a pinch of salt. The industry is also very fast moving and there's a lot of flip flopping by some of the largest players you have to assume even the most clued up insider will be wrong sometimes if things change last minute.
Saying that it's a given that the PS4 will get a performance boost, the question is how much.
I don't know anything about this particular guy so not saying this about him or this rumour. But as you say things change, people often decide someone was completely wrong about something because something they said couldn't happen does happen, or vice versa. But things change, Kaveri got cancelled, then new management, and Kaveri got reinstated. What is true in March might not be true by April, let alone 2 or 3 years later.
The current differences are mostly in multiplatform titles which are being loosely optimised with the existing code/assets as they are. When you design a game from the ground up to use a specific amount of memory, certain size of texture, certain number of shaders, you get much more optimised.
When we get really optimised games I can't see anything but a really significant gap between the two consoles. Current multiplatform titles that have to work okay on the 360/ps3 aren't going to best exemplify the difference between the consoles.
I think the first big, really big differences will be in the exclusive titles. Then as dev's see this gap, as PS4 sales numbers continue to pummel XO and as gamers see these gaps, multiplatform games will follow suit, target the PS4 first and have significant advantages.
Now, if the XO was trouncing the PS4 in sales but was still slower, dev's might target the XO, getting 60fps/1080p there, and then the extra power might not get used that well on the PS4. but when there are more PS4 gamers, better tools and more demand, if dev's target 60fps/1080p on the PS4 the XO simply can't keep up, either it runs the same settings slower or drops settings.
As soon as MS realised their console was going to be underpowered they should have changed pricing, kinect being mandatory and undercut Sony from day one to make sure it was on par or ahead in sales.
Less power, more expensive and relatively crap sales, dev's don't really have to worry about favouring the PS4 as gamers will just buy PS4's. If things were equal dev's would be less willing to target the PS4. MS did everything wrong to get in a bad position.
