my garmin cycling computer is always accurate to within a few feet.
I'm assuming military grade GPS are at least as accurate as the gps in my garmin which is usually connected to over a dozen satellites at any time

Yep, one theory is he forgot to turn off geotagging, the other is GPS was repeatedly off by a number of miles in a series of photos.
