I'm in two minds.
On one hand the feelings of the victim can't be denied (neither can the law), on the other sexual assault (which includes other more extreme forms of abuse, such as groping women in public) seems excessive in this case. I've seen a friend put his rear end on the face of another & took a photo, I don't really class it at the same level as groping a women (but I do classify the story in the OP as more serious than this one also).
One thing which should be considered is the risk he poses to others & if jail time is required. I feel in this case it's following the letter of the law while not fully appreciating the spirit of the law (but I can't say I'm familiar with the particulars on this case so may be wrong).
