Arghhhhhhhhhhhhhhhhh help please guys 
I have been visiting and doing loads of missions at Federal Stations and I still have not got a SOL Permit. I have the Beta Hydri Permit, the PLX one and the Ross one but still no damned SOL one....Am I missing something obvious?

My rank is Warrant Officer... Surely that should be enough?

Your rank is more than enough, I got my Achenar permit at rank 3 with the Empire while I was neutral. I believe it's just completely random, heard many people having the same issue not being able to get it. I think sub-faction stations (that're with the Federation ofc) you're friendly with will give a much better chance at offering you the permit though.

Where does it shows your permits? I think I got the Sol one as an early backer.

I don't see an option to show only high tech systems??
There are some drop down menus listing things like government etc. Pick Economy then put a tick in the High Tech box and leave rest unticked. This is also a good way of working out some trade routes like refinery>high tech etc. Just pick the stuff you want to show.
It's just a bug, I have the same and still get rank missions (when they bloody decide to show up).

Swapped to a type 6 for the cargo space and racked up about 13 mill cr. Now,grab a asp or carry on stacking up the money?

Got bored with the Cobra, so down graded to a Viper with better equipment. Went hunting pirates and was promptly totaled by an authority Anaconda. Insta-death. Bought the same ship with insurance, and went a hunting again. Knock at front door. Came back to find shields gone, hull at 67% thrusters inoperative and canopy breached. Managed to limp to local base in time and found that I had no shield generator??? Maybe I sold it whilst outfitting? dunno. don't think so. Anyway repaired and bought a C3 shield to replace 16t of cargo space. Keeping the basic discovery scanner and kill warrant scanner. Went hunting again and managed to scalp my first Anaconda. 79K reward. Happy again.
I got an Anaconda bounty the other day for the first time, but I have to admit the Feds did most of the hard work, I felt a bit guilty claiming it to be honest. I get why the original setup where you'd easily have your kills nicked was annoying, but I wonder if they've gone too far the other way now.
Despite my slight wtf earlier, had a much better night with the game tonight.
Everything was making a bit more sense, managed to tackle few more small tasks, and finally managed to track down a bounty.
As expected I was pretty much killed in one shot, which the other half was expecting me to be angry about, but for me it was mostly just about figuring things out, which I felt. I had much more success with tonight.
Am sure will have a few more moments of frustration, but it's clicking a bit more at least

I'm facing a similar dilemma: got about 15M credits saved up for my Imperial Clipper so far, will need to double that if I want to purchase one with a few basic upgrades and still have credits left over for insurance and cargo.
Very tempted to blow my 15M on a fully pimped out Asp...
A bit of a Meh evening. I'd finally ground my way up to a million credits (not including a few upgrades to the Cobra). Decided to check out one of these "Seeking Luxuries" traders. Bought a hold-full of Performance Enhancers at the only place nearby that sells them, flew over, and they gave me basically what I paid for them. Bah.
Got interdicted by a Novice Python, so decided to make mincemeat of him. Had just lost my shields, but had him down to 3% hull, so got him in the multi-cannon sights, and he just boosted in suddenly and rammed me. Boom. Can't decide if that was an excellent tactic on his part, or crap AI..... Meh.
