I'd suggest thinking of it as a statistical tool for large populations as then it's broadly fine as an indicator but it doesn't (and isn't meant to) tell you if someone is healthy at that weight. Obviously at the extreme ends of the scale i.e. hugely over/under-weight then it's probably right to say that is unhealthy but if you are slightly under or over the "healthy" range then that is where it is more questionable and less likely to be entirely right. As with many things health related it depends on an individual assessment to see whether someone is actually healthy or not.

Take say for example, someone who works out a lot but is of average or just under average height. They would be classed as overweight when in fact their weight is down to muscle
 
24.2... Overweight would be 24.9... Close! I am a bit podgy and have a love handle or 2, need to sort it out.

100% this, bmi is for taking a broad view at the population. No it doesn't work for body builders, rugby players etc but they are in the rather small minority.

No, it's useful when used properly amongst a multitude of indicators.

On the other hand everyone is a bodybuilder or "big boned" on this forum, no one is "fat"... Contrary to the majority of society... :p

And the proportion of people that actually fits that range is probably 5-10% of the population. :p

Exercise will change that, and you can even continue cosuming the yeasty goodness :p

EDIT: Also, I'm just about 'normal' from the lower end of the scale. I have a metabolism quicker than Usain Bolt in the 100m sprint to thank for that. Probably something to do with playing football up to 6 times a week too.
 
Yes, but not because the BMI scale says so.

Almost every professional rugby player is clinically obese according to the BMI scale. It's laughable that it's still considered a measure of anything nowadays.
