They are worse. In the recent conflict, Israel killed over a thousand civilians, including hundreds of innocent children. They also destroyed a huge amount of civilian infrastructure and housing.

Hamas sent over rockets which don't do anything and killed only 6 civilians.

In addition, Gaza lives under a permanent blockade and a explicit policy to destroy their economy.
