The problem is that what is illegal isn't necessarily that black and white.
Yes, but in this case it seems to have been waved as a threat, as in shut up, stop investigating this, or else.
Clearly stuff like this happened at various levels for long periods of time, things were dealt with 'in house', or completely covered up.
I doubt we will ever know the actual truth in this case, or just how many 'high ups' were involved, and who they were. I wonder if the governments of the time knew of such things, and decided it was in the public interest to not divulge or investigate such matters.
Even if they were rival parties, or police seniors, or military men, the establishment would have taken a hit.
Similar to Church cover-ups and BBC cover-ups all around the same time.
It all seems sleazy and disgusting, and it appears similar things happen all the time, just different sections of the community commit the offence.
