I tried all sorts of tricks with my 280x. Whilst a decent card just produces much more heat than equivalent nvidia cards. I had a kfa2 gtx 760 which would have been perfect but I sold it.
So they probably kick out 1.2/1.25v , which if undervolted to 1.05/1.15v would provide a 10c temp drop with a cusyom fan profile making it quiet.
What did you try?
I got the 280x quiet at idle and in a big excellent vented case with lots of space and airflow (fan profiles mainly and excellent case cooling) it was ideal but it developed bad vram within a week so I sent it back.
Get an Gigabyte GTX 960 Mini-ITX and clock it, roughly gtx 770 performance for £130 after you sell the witcher 2 code.
