i5 2320 cpu always underclcoking

This is called Intel speedstep technology iirc. It's a cpu function that will reduce power usage by reducing clock speed and voltage when in low usage. It's completely normal but you can turn it off.
 
Assuming you run Windows: Press start on keyboard. Type 'power options' and open that.

Which plan is selected?

On the selected plan 'Change plan settings'
Then 'Change advanced power settings'

Expand 'Processor power management', 'minimum processor state' and 'maximum processor state'

What are these values set at?
 
Different boards call them different things.

C3 is the reduced voltage setting on Gigabyte, EIST is the multiplier drop.
