I really don't think you do need plenty of it for ships at all - ISK that is. You need it for some ships for sure but then if you are flying those sort of ships you have the money anyway or easy access to it.
What I would recommend is scan down wormholes to nullsec and make you money there. I've been playing for years and this is what I currently do and it gives me a good return. Generally I look for:
Highsec to nullsec or the more available
Highsec to C3/C2 then that wormhole to nullsec
Bookmark entries and exits - go through run their sites, mine their gas, ignore their protestations and get your money. You can easily clear 200 million per hour once you are set up to run the combat sites you scan down. Now let's say you are really unlucky and only do a 1/4 of that (ie you'd make more running level 4's in highsec) then if you did that one evening a month you'd have enough frigates for the rest of the month. If you just want to PVP then join a corporation that wants you do that and pays you to do it.

- sat there at 0 on a station spamming dock with no aggression for >2 minutes before they finally broke my passive regen - firing kinetic missiles against my kin biased fit - due to having seen the same issues with the server as I was experiencing they actually contracted the dropped modules back to me heh).
