Only partially true, it's not the reheating of the rice that is the problem, its to do with how it was stored before reheating - if stored at room temperature inhabiting bacteria can multiply:

I must be dancing with death on a weekly basis, usually I just drain the rice, put a portion on my plate and then leave it out for reheating the next day

I know it's wrong, but I've survived this long!
