did you send items as a bundle - if so then the buyer can claim the whole lot back. If you sold it singularly - refund the heatsink or replace as you have done
 
Sometimes you know peeps, not ALL buyers on the bay are scammers (a lot are of course). But if you actually read what the buyer wrote, "Would you be able to send me a replacement please? " It dosn't sound like the language a scammer would use. To me it's a perfectly logical thing for the buyer to ask. He's not asked for a refund and he hasn't said anything about the cpu and mobo, which is were the money has been spent really. He also hasn't opened a complaint.
I would imagine once the OP has sent the new mount, that will be the end of the matter
