When schools don't close because it's rained a bit, or teachers don't get in because they're "Snowed in" (because a couple of flakes fell).... then maybe I could support such fines.

I can understand school's having a duty of care and all that, but surely in instances like this the parents prerogative should override them?
When did the law change? I remember going on holiday loads during school time when I was at school in the 90s.

When we're talking primary school, there's no way a week of school gives as much as a decent family holiday. Once you get to secondary school, missing work can be a little more of a problem.
"these days" is a bit misguided, though. When I was in primary school, in the '80s/early '90s, my wealthier friends would take two and three week holidays every year.

I think you've been harshly treated Locky, if the HM said it was OK, then I don't see the problem. 97% attendance isn't perfect, but it's not bad TBH.
Especially on the last few days of term. Hopefully the HM will sort it.
