Because as soon as you've given them more than a glance, they are quite obviously not police. It's not like you could use one to impersonate a police officer.
And yet this is clearly what the design is intended to do - impersonate police high-vis vests and confuse other road users, hence why I can't believe they're allowed.
The only way they might confuse road users is to encourage them to take more notice of a horse rider. So there's a tangible safety benefit to be had.
I suppose the police could kick up a fuss and mandate that they are banned, but what would be the point? They can't be practically used to impersonate the police and any normal road user shouldn't get upset about them because they should be treating any horse rider with the same amount of respect regardless of whether they think they are police our not. Like I said, not really sure why they are considered so annoying.

Was in a small local retail park near me the other day. A horse box rolled in and the ladies got out and went into the local McDonald's to get something to eat. They came back out and opened the horse box and took the horses out and started walking them round the car park.
It's a retail estate with a hotel, pub, busy doctors surgery, busy nursery, Pizza Hut and Subway, drive through KFC and McD's. Needless to say the horses got spooked by the amount of traffic going past and took off dragging the owners with them. Finally under control the owners started ranting at drivers for spooking their horses.
What the **** did they think was going to happen??
