Lost Intel Speedstep

Sorry if this has been done and I missed it, but I had the same issue and you need to go into the advanced CPU config (and into power saving I think) to alter the C-states.

You need to have EIST and c1e enabled and the others disabled, make sure they are not on auto.

This is what downclocks your CPU, the offset will then lower the voltage in response to this, offset is not necessary for speedstep, it just increases the benefit because the voltage lowers as well which also lowers your temps.
 
I set voltage to 1.375v with very high LLC. 46 as the max turbo ratio.

4.6Ghz full load

1.6Ghz idle

2.2Ghz doing whatever it wants



I don't know. One, you're on haswell and two, I'm talking about downclocking not downvolting.

ahh downclocking, I mean downvolting,no point in freq downclocking if the voltage doesn't aswell,it will still run at full cpu voltage till you switch to an offset voltage

that's what the op wanted,for his cpu to downvolt when in idle state
