Uhm, Steam pooped it's pants the other day.
Do tell us how you envisage "dumping" a ddos attack the size of a small country?
Norse Map suggests yes, and a big one.
If I'm reading that right, it's coming from China?

Or if you develop a severe line fault that takes out your connection and phone for days... Sometimes even a select area.
A geolocated service, lots of bandwidth? Methods to route/blackhole the traffic, etc, etc, etc.

Sony use Prolexic for DDoS mitigation as far as I am aware, who are owned my Akamai. They are about as good as it gets.
Hopefully free Windows 10 kills off a lot of these zombie PCs in the world.
