The government should have sent out an unbiased fact sheet and thats it.
None of this "voting to leave could lead to 10 years uncertainty" or leaving "could do xyz" scare mongering.
Facts alone
The uncertainty that comes with an out vote is a fact. We genuinely do not know what would happen if the UK leaves, what deal we'll get with the EU or how other countries will react to it. It's not scare mongering to point out that that uncertain future has potential to be very negative.

But that uncertainty also applies to staying in as nobody can predict what the EU will look like next year let alone in 20.
So less than 20% of eligible voters voted against the Ukraine deal?
That's the rules, unless you find that undemocratic that people cant be ass'd voting?

As Fox said the currency market reacts negatively to any uncertainity. Just Google what happened to pound when the referendum was confirmed. Even when Boris announced that he's on Leave side the value of the pound drop.
These are just reaction to possibility of leaving, if it happens the drops are very likely to be even bigger. How much and how long for I do not know.
Its not quite as clear as that. I've seen analysis from a number of banks which suggest that Brexit would damage the Euro significantly more than the Pound. In which case, money would leave for safer markets, the pound being one. So its quite possible that in the weeks to months after the referendum, the UK will be seen as a safe haven for European investment.
