Without going to water would it be better to blow more air into the case at the 980Ti's or exhaust more from the case near them?

Ideally both :p which design of cooler do the 980ti's have? If blower then yes, Deffo having just cool air blowing towards their intake fans.

If they are the more "open" twin/triple fan design then it's trickier as hot air is blowing out everywhere. For sure having cold air blowing at then will help but gotta also think what's happening to that heated air. It could just be recirculated in the case

This. Particularly with reference to the open designs. You need to get rid of the heat being dumped into the case. The ad hoc H55/G10 solution is good solution to shave some decent temps from the cards (particularly the bottom card), but overhaul airflow and decent exhausting is necessary. I suppose your case is going to dictate how feasible this is.
 
Case is a Thermaltake Core X9 (Huge) and the cards are EVGA 980Ti ACX so not the exhaust.

I can't find a compatibility table for the G10 is the 980Ti suitable? Why the H55 AIO rather than the Kraken equivalent?

With that case you are sorted you could get even larger rads for better coolioing. :D

You can get the Kraken equivalent because it has longer tubes compared to the Corsair allowing you to place the rad at different locations. You can also get the corsair equivalent bracket but you need to do some research whether it fits your card.

I have the H55 and G10 as I got it from mm and knew it would work as many people have the same combo in this thread for my MSI 6G 980ti:

Thanks Twirlywoos do I need vram heat sinks or do they come with the G10?

You don't get any heatsinks with the G10. My card already had heatsinks covering the VRM modules. Best searching and then asking in that thread just to double check you have all the right bits.

Also find out what EVGA's warranty stance is on removing the heatsink. I know MSI is fine with it not sure what other manufacturers have to say.

I've got a Fractal R4 and found temps better with the side fan exhausting air from the GPU rather than it blowing in cool air towards it. I have EVGA SC so the hot air blows into the case. With reference cards I reckon you would be better blowing cool air onto the cards so they can exhaust out the back.

Totally fine to remove stock fans, i've had mine RMA'd with a full block. You do need to keep all the parts though, if you have problems you'll have to full reassemble it to return it...

Stay away from the corsair ones, I got the hg10 for my 980ti and it's shoddy tbh, it bends the pcb horribly and although I thought temp's were good at first (idle around 30) when putting some proper strain on it I'm getting around 80 degrees on tomb raider & gta. Will be ripping it off when I get a chance

Agreed the Corsair n980 bracket is a shambles. Even the re-released supposedly improved version still bends the pcb of 980Ti's. I have managed to get mine the absolute best it can be by barely tightening any of the screws at all, and as a result I do now get decent temps thank god.

But, the biggest problem is the blower fan that comes with it. It is total ****ing gash! It's so nosiy it is unbelievable. Luckily I run 2 systmes now and to cut a long story short I was able to take apart my 780Ti cooler and use the slightly smaller blower fan from that, which really is whisper quiet in comparison.

I haven't got around to it as I'm too lazy but I was going to write to Corsair to basically ask what they were smoking when they designed the n980. It's bizarre as I had the n780 for my 780Ti and that was brilliant!
 
OK so I got 2 NZXT G10's and a couple of Corsair H55's. Seems fine, although I ran out of fan power connections!
Temps that peaked at 80+ in Fallout 4 Ultra 1440p are now down to 50+ idling at 30 ish.
So I think that worked, it's a lot quieter too :-)
I used a 1.2mm shim and the fitting was not too difficult but Corsair mounting needs a little care and a "DO NOT OVERTIGHTEN" warning.
