Well, I wouldn't put it like that. I've been the victim of scammers and refused to pay up when they won.

I am because I don't believe a company like PayPal would allow such an easily exploitable loophole to exist. You could quite easily set something up between friends to defraud them!
Wait, you do know that eBay is the auction website and PayPal handles the payment right? You list your item on eBay and PayPal ensures you receive the money from the buyer. You will owe the money to PayPal.
Should someone with such a flawed understanding even be using these websites?!
So why have you continued to use eBay?

I have "ditched&switched" a few times on ebay. Ebay and PP are two separate companies. Ebay will refund the buyer based on THEIR T&C's NOT paypal. The company Ebay will
do the refund. My paypal account will be fine. This is NOT a paypal issue regardless of paying being used as money transmitter. Been there done that dog. If a charge back comes then of course that's another thing.
What you believe is irrelevant. What you've said probably would work to some extent as well.
Also, eBay themselves do issue the refund, they just do it through PayPal.

The case is raised through eBay (the buyer will say it's not been received) and they decide the outcome. Your PayPal balance will go negative so of course it's a PayPal issue. PayPal will refund the buyer from funds in your account and if you have already withdrawn the funds they will look to recover them from you (to what extent is debatable it seems).
I have been on the end of 2 items this week that I haven't received from an eBay transaction. I know full well how it works.
No business can operate with these kind of loopholes, they must successfully reclaim the money from some people else people could make a killing from it! Maybe you got lucky?

Parcel 2 go has a clause in their T&C.
if a parcel is lost or damaged due to driver negligence parcel2go will be liable for the items replacement.
I used this to fight my own case when they lost a Clio 172 Decat

What sickens me is the amount of people walking around as if they have a bible in their hand, trying to "show to others" what should be done and what is right. I bet ya'll have never done something "immoral" or "illegal" and you are the cleanest knife in the draw.

So it's as I stated above. PayPal refunds the buyer then tells the seller that they owe money, but because they have technically created this debt, they have a very hard time legally chasing the money. A private company cannot create a debt like this. Sometimes if you're selling on ebay and you get scammed, you've got to be willing to walk away from a PayPal account. The most they do is send you letters unless you've actually defrauded them, which is another matter entirely.
