So who's entitled to vote in London? Are the people from other EU countries who live/work in London allowed to vote even though they're not British citizens?

Only if they have been here long enough. I think its 15 years.
My ex (Belgium) can't. Been here 8 years. I think she's considering moving back as she's been on the receiving end of a lot of verbal slurs in the past month.
Friends of mine can (USA & Canada). Both been here for about 15 years I think.
