She wouldn't get a 20% refund. She should be getting a refund of £48.42, the vat charge. 20% of £290.52 is £58.10.

I'm sure I've read somewhere that unless the customer is clearly addressed as being one who can recover VAT then the quote should always include any non-optional taxes (ie VAT). I'm guessing it's not legally binding though and only useless guidelines from some body.
I agree that this is quite annoying - after all, its not as if many jobs will be VAT exempt at the average little car maintenance garage. Even the main Mercedes dealer in Oxford does it.
However i do think you need to be a little bit naive to actually get stung or get confused, we all know its standard practice, as such i will always ask them to clarify the inclusive price.
