Because money follows popularity. Why are footballers paid insane amounts? Sponsors pay crazy money to get on their shirts fan pay crazy prices to watch a game so the wages affect the amount of money in the sport which is also reflected in the popularity.
Same applies to reality tv stars. It's much easier to watch other people's 'amazing' lives than it is to go and make an amazing life for yourself. And most people are lazy.
So for youtubers, why do they make money? They're popular, there are ads, companies want to sponsor popular things etc etc

I tried watching a couple of his vids a while back and he was just annoying with the fake over reaction silliness.
His fanbase is mostly pre-teen kids. They're the ones clicking/watching the ads and won't know any better. It's not your Internet savvy OCUK armchair warrior with ad block installed. His CPM is low because of it but then he gets millions of hits per video.

Oh that guy (thanks for the screen shot) I watched one or two videos and my word what a freak.
The women love him, I mean come one if you were a woman could you not see the appeal. 
Same with all the others Markiplier, Jacksepticeye, etc they all female eye candy.
It also works the other way with twitch tv and youtube females.
The internet is becoming a soap opera and a TV all in one and I don't like it.
