as I said in the other thread - its pie in the sky stuff and once they sit down and ask a few techies how to do it and get laughed at - its never going to appear as a "new internet". Just like they cant backdoor encryption in the traditional sense (they could create a new flawed encryption algorithm but it'll get ignored)
Some of it is pie in the sky stuff, definitely. (especially around breaking encryption, or forcing some companies to provide encryption back doors )
Unfortunately some of it isn't, they could make the use of public encryption an offence via legislation - whilst everyone knows that you can't currently hack encryption - the government could simply go after and prosecute VPN providers, which is basically what China are doing - https://www.engadget.com/2017/01/23/china-vpn-illegal-internet-censorship-government-approval/
