How best to deal with my neighbor

Sometimes it's a good thing having these kind of people. It's like nosey neighbours, they are great at keeping an eye on your house when you go on holiday :).

I'd rather an annoying neighbour with pride in the block than some chumps with no consideration for anyone but themselves.

Just this, you've become offended by proxy at something that has no relevance to you. Stop trying to "call him out" and get on with your life. There's beer to be drunk for goodness sake and your wasting your life on this nonsense.
 
There's 4 flats a floor, four floors
I'm not certain but my flat's a 2 bed, and the one across is 3, so I'd presume that pattern repeats so potentially 40 bedrooms in the stair

That's quite a lot of people, probably too many to talk to everyone. I can understand where he's coming from if the noise is an issue, but he's going about it the wrong way.

Someone I know used to live in a building with only about 5 flats and they moved because of the noise. Not just stairway noise, but general building noise. When the building was constructed there wasn't enough done to ensure soundproofing. They always had quite considerate neighbours, but now most of the flats are let out instead of lived in by the homeowner, so the tenants aren't as considerate. Noise can be a huge issue for people in buildings like that, so I can empathise.

I think the best bet would be to try and ensure that the main door is soft closing and perhaps try to get some kind of carpet in the stairwell to dampen the noise of people coming and going. Try to appeal to the neighbours general sense of common decency and ask them to simply be considerate when coming and going to minimise the noise.

Trying to impose 'house rules' though will never fly, and will only rub some people the wrong way.
 
Maybe a push for soft closing mechanism on the main door is the best approach.
our building is over 100 years old, I can hear the people below me pretty well, and when their kids run about etc.
As a result I sleep with ear plugs.

This is why I'd never willingly buy a flat..... can't wait to leave

Maybe the guy who's awkward owns his flat and is more emotionally tied to his home than you are. Might explain his defensive nature.

He does own it, and it looks like for a while, so I can understand somewhat. I feel he's going about it in a bit of an oppressive way
When people go out to smoke are they next to his window?
Umm, I dunno
The request to move away from the building seems reasonable, but he does have a front garden, so if they're away from the door they're a garden's depth away from any window

A request is just that, Most of the people I deal with on site all smoke directly outside the door even though there is a smoking area for them, pretty much negates not smoking indoors as its that strong at times.
 
you should put your own signs up "door access and garden only for resident smokers, Please do not move the ashtrays from below the window"
 
I live in a flat myself, and people in my block, despite notices being posted by the building management on the door itself, simply let the door to the communal entrance slam behind themselves when they come and go, and the self-closer on that door is like a bear trap going off or something, it literally shakes the building. However, I wouldn't presume to tell anybody when they can come and go, no matter how annoyed I might be.

I came to say pretty much this, it might be the heavy door closer causing his walls to shake. It is annoying, but I get on with life.
